We released new plugin Shipping Rules

Limit the use of shipping methods and fees by customer's address, customer role, date of order,
order amount, order subtotal and weight, date and time, coupon codes and discounts , checkout attributes and product specifications, etc.
Plugin allows to control shipping method list using rules.
